Een financieel centrum met lage belastingen en relatief weinig strikte regulering, dat actief de opzet van offshore bedrijven en offshore funds faciliteert.
Denk bijvoorbeeld aan:
- de Bahama’s,
- Bermuda,
- Dubai,
- Gibraltar,
- Hong Kong,
- Jersey,
- Kaaiman eilanden,
- Panama,
- en de Britse Maagdeneilanden.
Op zichzelf hoeft dat helemaal niets met illegale activiteiten te maken te hebben, maar vaak worden dergelijke OFC's daar wel mee geassocieerd (onder andere witwasactviteiten). Ook de term secrecy jurisdiction wordt gebruikt.
